In 1961 a decree was issued to divide the country into three Governorates. They were, The Capital, Hawalli and Ahmadi Governorates. In 1979, the fourth Governorate, Al Jahra, was established, followed by Farwaniya in 1988 and Mubarak Al Kabir was established in 1999. So, to sum up, we can say that Kuwait is divided into six Governorates, namely:

  1. The Capital
  2. Hawalli
  3. Ahmadi
  4. Al Jahra
  5. Farwaniya
  6. Mubarak Al Kabir

The Capital Governorate:

The premises of the Amir, government, main centers, museum and old wall gates fall under the Capital Governorate. it also includes the internal boundaries as follows:

North: The sea until the sea coast opposite to Al Jahra East borders.

East: The Sea until the international borders.

South: The southern boundary starts from the sea coast to the east and continues through the third Ring Road heading west until it meets with Al Maghreb strut, and it extends south through Al Maghreb Street until it meets the Fourth Ring Road. It extends westwards through Al-Jahra Road until it meets with Amghara Road.

West: The western boundary starts at the meeting points of Amghara Road with Jahra Road and extends northwards parallel to Doha Port Road west of Al jadailat until its meeting point with the sea coast. The Capital Governorate also includes the islands of Failaka, Ouha, Miskan, Kubbar, Qarouh, Um Al Maradem and Um Al Namil. The regional sea of Kuwait is included in the Governorate as well, even the international borders and regional waters.

Hawally Governorate:

This is the smallest governorate. The first well for drinking water was discovered in this Governorate and from this the Governorate took its name it includes the following areas within its boundaries:

North : The northern border starts at the meeting point of Fourth Ring Road and Maghreb Street, then it extends eastwards through Third Ring Road until it extends eastward through Third Ring Road until it meets with the sea coast and along the coast southwards until Ras Al Ardh area.

East : The east boundary starts at Ras Al Ardh area and extends on the coast southwards until it meets the extension of Seventh Ring Road.

South : The southern boundary starts at the meeting point between the coast with the extension of Seventh Ring Road and it extends westward through Seventh Ring Road until it meets with Al Safar Motorway.

West: The western boundary starts at the meeting point of Seventh Ring Road with Al Safar Motorway until it meets with Fourth Ring Road.
