Executive Power

Council of Ministers

This is the executive power in Kuwait The premiership is assigned by an Amiri order. Twenty three cabinets were formed from independence until 2006:

  • The first cabinet was formed on January 17, 1962, and the Amir himself was the Prime minister; he was the late Sheikh Abdullah Al- Salem Al Sabah.
     
  • The second, third, and fourth cabinets were formed an January 28, 1963, December 06, 1964 and January 03, 1965 respectively. They were premiered by the Crown Prince the late Sheikh Sabah Al-Salem Al-Sabah.
     
  • The fifth, sixth, seventh, eighth, and ninth cabinets were formed an December 04,1965, February 04, 1967, February 02, 1971, February 09, 1975 and September 06, 1976 respectively and were premiered by H.H. Crown Prince Sheikh Jaber Al- Ahmad Al -Jaber Al - Sabah,
     
  • The tenth until the twentieth cabinets were formed on February 16, 1978, March 04, 1991, March 03, 1985, July 12, 1996, June 6, 1990, April 20, 1991, October 17, 1992, October 15, 1996, March, 22, 1998, July 13, 1999, February 14, 2001 respectively and were premiered by Late Amir Sheikh Saad Al-Abdallah al-Salem Al-Sabah.
     
  • The twenty First cabinet was formed on Jul 13, 2003 and was premiered by Sheikh Sabah Al Ahmed Al Jaber Al Sabah.
     
  • The twenty second cabinet was formed on Feb 9, 2006 and was premiered by Sheikh Nasir Al Mohammed Al Ahmed Al Sabah, The twenty third was formed on July 10, 2006 and was premiered by Sheikh Nasir Al Mohammed Al Ahmed Al Sabah.

The constitution stipulates that the number of ministers must not exceed 113 the number of National Assembly members. This number does not include those who occupy ministerial posts who are not cabinet members. They are: head of The National Guard, Amiri Diwan Affairs Minister, the Amir’s Advisor and chairman of the Audit Bureau.

The Governor and Governorates Councils:

The governor takes the responsibility of supervising the execution of the states general policy and of following up the projects of the development plan in his government, he has the right to directly contact concerned ministers in all that is related to his governorate’s affairs.

The governor is assisted by ‘a governorate council’, which has 16 persons Besides the governor, there are 9 appointed members representing the public services ministries and the municipality, chosen by the areas they represent, provided that the title of each is no less, than ‘director of a department’.The council of ministers choose five citizens who reside in the governorate for four renewable years.
