Minister: Mr. Bader Fahad Ali Al-Duwaila
The Ministry of Social affairs and Labour had its beginning in a Division of Social Affairs which was established in 1954 for the purpose of achieving social justice in the country. The Division focussed on raising the living standards of its citizens by directing the social and economic development to generate employment opportunities.
In October 1960, an Amiri Decree changed its name to the Division of Social Affairs and Labour. In 1962, following another Decree, it became the Ministry of Social Affairs and Labour.
Its main responsibilities are:

- Offering social welfare services to all citizens, including the special categories such as the aged, handicapped, or delinquent juveniles and children with special needs.
- Providing assistance to Kuwaiti families to ensure for them the adequate minimum standards of decent living; helping victims of disasters.
- Supervising and organising manpower in the private sector as well as in the oil industry.
- Supervising the cooperative movement, private public utility societies, workers' organisations and employers' federations.
- Taking care of children -- providing opportunities for the healthy growth of children (through children's clubs), and supervising private nurseries.
- Solving social problems, studying social phenomena that are harmful for the society and making efforts to diminish their impact.
- Supervising the cooperative movement, private public utility societies, workers' organisations and employers' federations.
- Taking care of community development centres.
- Cooperating with Arab countries and international organisations in related fields of work.
- Developing employees' skills while increasing the efficiency of productivity and performance.
The Ministry operates a centre in each governorate. These are entertainment centres for children and mothers and are considered important educational establishments. The Ministry is also instrumental in setting up units and organising events such as youth centres, youth camps, youth hostels, the Kuwaiti Club for the Crippled, etc to cater to the needs of people from all walks of the society.
The Ministry has been involved in the successful setting up of other institutions such as cooperatives and agricultural and productive societies.
