The Public Authority For The Environment Protection
The protection of the environment and dealing with the latest concepts and procedures relating to environmental administration have become the most important causes for World consideration due to the large quantity of negative environmental effects our planet suffers, specifically holes in the ozone layer and climate changes that have resulted from pollutants.
Law 21/95 allows for the establishment of a public authority for the environment to undertake all environmental affairs in order to limit pollution, safeguard and wisely use our natural resources and insert the environmental element into future structural planning. The law emphasizes the importance of cooperation and coordination among the authorities to keep the environment clean, applying general policies and strategies to protect the environment The plan is to work to achieve constant development to insure environmental and healthy criteria that suit human fife and industrial and constructional development, utilizing natural resources that maintain the health of labor, safety of utilities, environmental balance and preparation of a complete work plan including all that is concerned with protection of the environment
Objectives of the Authority :
- Organizing efforts and effecting long-range plans to protect the Kuwaiti environment and natural resources as well as designing programs that fulfill the three remaining phases from the Kuwaiti environment strategy project in active co-ordination with different sectors of the state
- Maintaining animal and plant groups and rehabilitating them. Repairing local biological resources by executing a national biotic strategy. Kuwait is one of the first countries to put together this type of strategy.
- Protecting myco-life by developing and establishing natural reserves.
- Completing criteria for the national environment in the following fields.
- Monitoring chemical materials in the processes of production, transference, loading, storing, import and export.
-Choosing, designing and managing a dumping site for wastes.
- Supervising and defining the allowed rate for pollution.
- Observing the quality of drinking water and ground water.
- Observing the sea water.
-Observing types of water in different resources.
- Completing the second phase of waste dumping in Al Qurain area in cooperation with certain authorities and under the attendance of representatives of the international Health Organization.
- Findinq methods and machinery to develop systems for treating waste.
- Putting together a radical and inclusive plan for the oil pond problem in cooperation with other governmental authorities and experts.
- Finding deterioration of desert lands and rehabilitating the plant environment.
- Maintaining the natural resources, of the coastal environment through the execution of a complete management program to organize the coasts of Kuwait; defining long and short-range problems and solutions, supervising the quality of sea water, surveying beaches and following up on complaints of polluted areas and their main resources.
- Constantly observing the air quality throughout Kuwait, especially in the residential areas, and putting together a national plan to reduce the rates of pollution emergence. Establishing a network far observing air quality and connecting it geographically in a formation system that is operated mechanically.
- Establishing an environmental information bank from data gathered from different authorities involved in the environmental protection field as well as informing planners of environmental problems in the development process and ways of treatment.
- Conducting studies to direct environmental work in the future.
