The Public Authority for Agriculture Affairs and Fish Resources (PAAAFR) was set up as an independent entity in 1984 to explore the possibilities of the indigenous fishing industry. Specialised institutions concerned with fishing resources have concentrated their efforts on achieving food security in the fish sector and to minimise the gap between local fish production and imported fish.

The Authority is concerned with raising agricultural standards while decreasing the financial burden on the farmers. It has established a project of producing vegetable cuttings of high quality and distributing them to the farmers at fixed prices The Authority is also concerned with the diversity of animal production in Kuwait.
One of the Authority’s projects is the establishment of a centre to include all its working laboratories, including the animal husbandry and plant production sectors. The laboratories are designed to world standards for optimum performance. This project will serve the breeders and producers of animal husbandry, as well as provide services to GCC states in the field of vaccine production. It will also keep the environment free from pollutants and keep fodder and animal and plant production free from poisonous materials.
